The easement for the pipeline running between the two paved county Brown Roads has been received and recorded with Chelan County.

System operation updates:

• Meter replacement: 16 of the radio read units have been replaced. The replaced units will be mailed back to Master Meter for a credit for the new ones received.
• System meter replacement: Charlie has not heard back from Brandon with Master Meter regarding the system meters.
• Lakeview Drive Hydrant Turn off valve: The valve servicing the flushing hydrant was damaged during the recent winter snow clearing operations. Charlie agreed to contact the county Public Works Office to get their suggestions to protect the valve.
• Lakeview Drive PRV (pressure reducing) valve: Charlie reported that he felt we need to bring in a company to service the districts PRV valves to avoid a failure. The Commissioners agreed to have this done as well as set up a regular maintenance program for all the PRV’s in the system. Operations

Easement from Karen Dickinson: We still have not received a signed easement back from Karen. Bonnie is in contact and hopefully will have it next week and will record once she receives from Karen.

Meters in Whispering Pines: There are now 28 meters that aren’t reading. Charlie will determine if the 18 replacement heads received are compatible with the meters, as the meters installed in Whispering Pines are multi-jet vs. positive displacement installed during the Phase 2 as each type require different radio reads. Once the snow has melted, he will then start with one meter that isn’t getting a read to determine if meter is actually working or if the meter has failed too. If the meter is functioning, he will replace the meter read head and repeat will all meters we aren’t getting reads from. He anticipates it will take a few weeks to verify/replace all. Main Meter Replacement: Charlie reported that Master Meter and FD Fowler were up and inspected the source meter at the Homestead well. Neither did replacing the repeater batteries. After discussion with RH2, he inspected the control panel in the combined pump station and discovered a breaker was off. All is functioning fine now. He also become aware of some work/maintenance needed in the PRV chamber and will handle in the near future.

Public Comments: Bonnie reported that she received a call from a customer asking if we had winter rates if the was turned off for the winter. He was told that the base rate is charged to maintain the system.

Easement from Karen Dickinson: Following the discussion of Karen Dickinson’s quiet title completion, Commissioner Harris motioned to have the LWWD attorney modify the 2015 easement sample for the pipeline on the dirt section of Brown Road to reflect the correct owner and property description. Commissioner Cook seconded, motion passed.

LWWD insurer decision: Cary Ecker representing the MSRMP insurance pool, presented his case for changing to his company from CIAW. Commissioner Harris motioned to give notice to CIAW that the district will not be renewing for 2020, Commissioner Borth seconded, motion passed.

Application for water service approval: A small change in the wording will be done by Commissioner Borth. Commissioner Borth motioned to approve the application, with agreed upon changes, as written, Commissioner Cook seconded, motion passed.

System operation updates:

Mtn Park pump house repairs: Charlie reported that there were 5 items that failed. They have all been repaired except for the gate valve which Charlie is working on. There are three pressure tanks of which two split. One of the two was replaced. The third one will not be replaced at this time. Hink’s meter vault repair: Mike Dickinson has been called to replace it. He will use one of the vaults in storage and set it lower than ground level.

Fir Road Leaks: They have all been fixed.

Meter failures: Elaine, clerk, has been working with HD Fowler to get the radio read units replaced. All 5 are still under warranty and will be sent to us at no charge. Charlie will replace the units. The failed units will have to be mailed to Master Meter at the Districts mailing expense.

Administrative

Accounts Receivable: $399.57 is 60 days past due; $5266.83 is over 90 days past due. This includes the 2 parcels on which LWWD has placed liens. One customer is 120 days past due, they have been sent a demand letter and have until November 10th to pay or their water will be shut off. All other past due customers have been contacted.

Treasurers Report, as of 10/31 we have $79,313.42 at the county. $529.10 is in Imprest; October expenditures included $5.85 for USPS and a refund of $34.95 for a cable that was returned. $14,061.37 in assessments was received in September. The

We will incur no late fees or interest for the invoice delay, future payment date will remain October 1.

System Operation Updates:

• Meter failures: There are 6 meters that are no longer sending out a signal. Charlie, will send the clerk pictures of each meter for verification of the radio read number and current reads. Elaine will contact Master Meter to determine what can be done to alleviate the issue.
• Fir Drive leak: Commissioner Cook reported that the leak under the customer’s residence has been found and will be repaired on Wed, Oct 17^th.
• Inspection of reservoirs for cleaning: Charlie reported that he has inspected both reservoirs and they can go at least another year before cleaning is necessary.
• System vs. individual meter comparison: The issue was discussed. It will be addressed after the non-functioning radio reads are resolved.
• Charlie reported that he has asked Tumwater Drilling for an estimate for a variable frequency drive pump for the Lake Wenatchee well. Nothing has been received from them as of Oct 11, 2018.

No LID assessments were received in September. The LID balance is $571,093.59, of which 570,296.61 is invested in the LGIP (Local Government Investment Pool). In August LWWD earned $924.01 interest on that investment and in September it earned $916.27.   $121,506.60 will be moved from the LGIP funds by end of October to make the November 1, 2018 DWSRF loan payments (DM11-952-0202: $63,897.54; DM15-952-030: $57,609.07).  Payment for 2018 was delayed one month due to internal data issues at Dept. of Health (DOH), future payment date will remain October 1.

Commissioner Harris called the meeting to order at 10:00 am

Commissioner Harris motioned to waive the reading of the August 9, 2018 minutes and accept as written, Commissioner Cook seconded, motion passed.

Public Comments:

Elaine was informed by Mike Stanford, of Lake Wenatchee Fire District , that the Lake Wenatchee Fire and Rescue are applying for a grant to purchase backup generators for LWWD, Alpine Tracts and Chiwawa Pines water systems for use during emergency situations. The application will be submitted on Friday, September 14^th.  If approved, a formal application will be submitted on behalf of the three water systems.

Operations

WSRMP insurance bid: The District has received a quote for 2019-2010 coverage but a decision to change carriers cannot be made until we receive the quote from our current insurance carrier (CIAW).

Water service line to personal hydrant (parcel 271719220250) status: Commissioner Borth and Charlie spoke with the home owner. The property owner does not use the stand pipe and will have a contractor disconnect the line.

System operation updates:

• LW well: Charlie spoke to Tumwater Drilling. They were not sure if lowering the pump would solve the issue of summer time cavitation. They suggested turning down the amount of water allowed to flow to the reservoir. So far it is doing the job. Charlie will obtain a price quote for VPD for the pump.
• SCADA software firewall info: Clayton, from RH2 updated the SCADA software for the newest firewall protection.
• Inspections of reservoir cleaning: Charlie has not completed the inspection. If appropriate, the district will schedule a commercial company to do the job.Excessive water usage issue: The Commissioners agreed that until there is a need to conserve water, we will observe patterns and continue to notify customers when a leak is noticed.
