Commissioner Harris called the meeting to order at 9:55 am

Operations

Parcel 271718430010 lien – Customer was notified of late fee credit since lien was place, and also charges for our attorney fees. No payment has been received.

The commissioners were given letters from an insurance company that wants to insure the district. The bookkeeper pointed out that we have to give a year notice of our intent to cancel. Our current policy renews November 30th, 2018.

Commissioner Borth brought up an incident with parcel 271719220250 who owns the property across the street from his property. The standpipe developed a substantial leak causing the water to run down the street.  A local contractor was called to come dig it up and repair.  Because of the amount of water, the broken pipe could not be located.  The contractor turned off the water to the main in two places to repair.  This caused a reduced amount of pressure to the system.  It was determined that the standpipe had a water pipe directly connected to the main and not being metered.  Commissioner Borth will contact the customer and inform her that she had a choice to have a new line installed from the meter to the stand pipe or pay for a meter and the fees associated.  The operator was not notified of the shut off on the main and either he or the clerk should have been notified.  The operator will inform the contractor about this.

The Lake Wenatchee well cavitation was discussed. The operator will contact Tumwater Drilling to find out the cost of lowering the well pump verses the cost of a variable speed pump to handle low water tables in the summer.

The cleaning of the storage tanks was discussed for the future. Our operator will do some investigating and report back at the next meeting.

Administrative

 Customer 1147 called the Clerk on the 30th, the day his payment of $172.68 was due.  She made arrangements with a friend at the bank to help him make a electronic transfer to the district bank account and help him set up an automatic payment every other month.  The bank clerk made an error in the electronic transfer.  The clerk asked the commissioners to waive the late fee because of a bank error. Commissioner Harris motioned to waive the late fee of $17.68 because it was a bank error, Commissioner Borth seconded, passed.

Accounts Receivable: $1766.13 is 60 days past due; $5,500.24 is over 90 days past due.  This includes the 2 parcels on which LWWD has placed liens. All past due customers have been contacted.

Treasurers Report, as of 7/31 is $77,319.01 at the county. $499.16 is in Imprest; July expenditures included $16.62 to reimburse Commissioner Harris for parts and $15.78 for meter reader cables refund.

No LID payments were received in July. The LID balance is $567,639.27, all of which is invested in LGIP (Local Government Investment Pool). In June LWWD earned $643.55 interest on that investment. July interest hasn’t been posted yet

Commissioner Harris signed the O&M Warrant for $3,154.87 and the payroll Warrant for $592.00 with the other Commissioners approval.

Because of an unexpected commotion, there was no motion to sign. It will be done at the next meeting on Sept. 13, 2018.

Customer Account Status: We had one customer notified of a possible leak. We have 5 customers past due 60 days, they have been notified by email. All other customers are up to date, besides the 2 parcels with liens on them and the one with a pending lien.

$34,051.06 was received for the LID. The LID balance is $566,995.72 of which $532,944.66 is invested in LGIP (Local Government Investment Pool). Bookkeeper Klasell will post CCR to our website and notify all customers of the link to the report.

 System operation updates: No issues at this time. Commissioners discussed the options of installing a variable speed pump on the Lk. Wenatchee well or perhaps digging well deeper or change pipe casing to increase water flow in the summer. Charlie will contact Tumwater and will report back at next meeting. Security surrounding access to the SCADA system was discussed and Charlie agreed to contact Clayton at RH2 to determine if there should be any concern and whether some sort of software firewall should be installed to protect from unauthorized intrusion.

Customer Account Status: One parcel is past due and did not respond to our demand letter – water was shut off/locked and $50 fee charged will be reflected on the next billing statement for the disconnect.  All other customers are up to date, besides the 2 parcels with liens on them.

Accounts Receivable: $942.26 over 60 days past due; $5,557.68 over 90 days past due.  This includes the 2 parcels on which LWWD has placed liens.

Treasurers Report, as of 5/31/18 is $75,552.61 at the county. $500.00 is in Imprest; there were no expenditures in May.

$82,216.97 was received for the LID. The LID balance is $532,312.54 of which $436,402.82 is invested in LGIP (Local Government Investment Pool). In April LWWD earned $583.09 interest on that investment. May interest hasn’t been posted yet.

Barnard Creek dam removal: Commissioner Harris met with Cody Gillen from Trout Unlimited and has requested that Trout Unlimited write a scope of the work so bids can be offered to those on the district’s small works roster.  Work will be done in August or September when the creek flow is usually at its lowest.

Property split meter request: The clerk will notify the customer of the district’s policy regarding the creation of new parcels.

System Operation Status: Charlie informed the Commissioners that as of this morning, there are leaks in the chlorinator assembly and a broken pipe in the combined pump house.  It will need to be re-plumbed.

The issue of possibly identifying those vaults that should be marked was discussed.  No decision was made about how to protect the vaults from future plowing damage. The county public works department will be contacted for their input.

Customer Account Status: All past due customers have been notified via email, no issues besides the 2 parcels with liens on them.

Bookkeeper Klasell presented her contract to take over the bookkeeping duties.  After some discussion:Commissioner Borth motioned to accept the contract as presented and to sign Resolution 2018-1-11D hiring Essential Business Services as the LWWD bookkeeper, Commissioner Harris seconded, motion passed.

Commissioner Borth motioned to sign Resolution 2018-1-11C to update the authorized signatures on behalf of the LWWD, Commissioner Harris seconded, motion passed.

Investment update: Commissioner Harris motioned to authorize bookkeeper Klasell to transfer the remaining LID funds into the Local Government Investment Pool, Commissioner Cook seconded, motion passed

Customer account status:  The bookkeeper discussed two accounts that are past due and their status.

Accounts Receivable: $1,514.59 over 60 days past due; $4,540.32 over 90 days past due.  This includes the 2 parcels on which we have placed liens. Demand letters to 2 customers were sent on 12/29/17 demanding payment within 10 days or water will be shut off.  We have heard from one customer that the check is in the mail, no contact or payment received from the other customer as of 1/10/18.

Bookkeeper Klasell presented the reconciled Treasurers Report for December 2017.  As of 12/31/17 our funds are $59,776.38 with the county.  We have $334.13 in Imprest, and our Imprest expenditure for December was $165.85 for mileage reimbursement.

$26,501.55 in payments was received in December for the LID, our balance in the LID account is now $434,072.07.  Of that, $400,000 is invested in LGIP and $34,072.07 is at the county.

Commissioner Harris motioned to sign the O&M warrant in the amount of $4,228.80, Commissioner Borth seconded, motioned passed

Commissioner Cook motioned to sign the December payroll warrant for $755.50, Commissioner Harris seconded, motion passed.

Commissioner Cook motioned to pay the iPage renewal out of the LWWD Imprest account, Commissioner Borth seconded, motion passed.

The Commissioners authorized payment of $20.50 to Clerk Kinney to reimburse for 2017 photocopies, and $73.83 to Bookkeeper Klasell to reimburse for Dec 2017 mileage.

Commissioner Harris adjourned the meeting at 11:40 am

2018 Budget:  Commissioner Klasell moved to sign Resolution 2017-12-14A to adopt the 2018 Budget as presented, Commissioner Harris seconded.

Charlie reported that the broken vault has been repaired but they did not install it to ground level as requested.  He had Mike Dickinson put gravel around the lip of the vault and some rocks to protect it from the plow blade.

Charlie will get an estimate for a variable frequency drive and a new pump for the LW well.  He will email the commissioners the estimate so it can be included in the 2018 budget which can be approved at the December 2017 meeting.
